"The fourth amendment imposes a time-sensitive duty to diligently apply for a search warrant if an item has been seized for that very purpose, and all the more so if the has been warrantlessly seized"

(In regard to second search warrant issued two years after the computers were never returned and the original search warrant had been QUASHED)
