You know you file for those civil rights violations right now. You don't have to wait for the state case to resolve. The Klan for example immediately filed a 4th and 14th amendment violation when they were arrested in Charlottesville, Virginia. And guess what? Three days later a federal judge sided with the Klan and made the state drop the charges.
